TJC was founded in 1997 by Tim Masters as Oscar+Associates, a civil engineering firm specializing in land development, civil/site, and water resources engineering. In honor of our first 20 years, Jim Allen became a partner in the firm. Progress and growth requires a new moniker so keeping things simple, we renamed the company. Candidly, we’re not much into complicating things and Tim-Jim-Civil just didn’t sound right, so TJC became our new name.
Tim is Principal at TJC with over 30 years of experience in civil/site engineering ranging in a host of various projects from residential to commercial to industrial to municipal. Tim ensures that TJC designs are efficient, practical, and sustainable. Tim’s expertise is smoothly managing the bureaucratic maze of the entitlement process. He also oversees drainage and grading on every project.
Jim is a Senior Project Manager at TJC with over 20 years of experience in civil/site engineering. Jim manages the nuts and bolts of the engineering design process ensuring that the schedule is met, and agency approvals are obtained so the development can move forward to completion.
